| 1 | Obtain an application form from MERA | |
| 2 | Fill in the application on the prescribed form obtained at Malawi Energy and Regulatory Authority. | |
| 3 | The application should be directed to the Licensing section (Office). | |
| 4 | The application must be accompanied by fees published in a Gazette. The fees are found in first Schedule, Part A and Part B of the Electricity by laws 2012. | |
| 5 | The applicant should include a schedule of the proposed tariffs which the applicant intends to charge. | |
| 6 | The application is then advertised at the expense of the applicant. MERA calls for any persons with objections to present them within specified periods. | |
| 7 | The licensing office is the one responsible for receiving objections and sometimes hearings of objections maybe scheduled. | |
| 8 | The Licensing office submits the Application to the Energy Technical and licensing committee of MERA. | |
| 9 | The Technical and licensing Committee meets quarterly and when it meets, it assesses the application and recommends a decision to the MERA main board. | |
| 10 | The main board of MERA meets two weeks after the Technical and Licensing committee meets and decides whether to issue the licence. | |
| 11 | MERA, upon making a decision on the application, communicates its decision to the applicant. The whole process is completed within 3 months. | |
| 12 | The means of communications include phone calls and emails according to the contacts entered on the application form. |
